Over 12000 Apply 2601 Prime Flats July Bto Exercise Nearly Half Eyeing 741 Unit Toa Payoh Ascent
The July 2025 Build-To-Order (BTO) sales exercise concluded last night with a strong demand for Prime flats, as 12,000 applicants vied for 2,601 units. This translates to an overall application rate of 4.7 times. Four Prime flats were up for grabs in this exercise, namely the Toa Payoh Ascent with 741 units, Alexandra Vista with 609 units, Alexandra Peaks with 498 units, and Clementi Emerald with 753 units. Nearly half of the Prime flat applications were for units at Toa Payoh Ascent, situated at the junction of Toa Payoh Rise and Braddell Rise. The project comprises twin 40-storey towers with a mix of 195 two-room flexi, 78 three-room flats, and 468 four-room flats.

In total, the Housing and Development Board (HDB) received approximately 22,000 applications for this BTO sales exercise, which offered 5,547 BTO flats across eight projects. This resulted in an overall application rate of almost four times the available flats. The exercise also included 4,662 Sale of Balance (SBF) flats, drawing over 17,500 applicants.
PropNex’s CEO, Kelvin Fong, noted that the response rate for the current BTO exercise was higher than that of the February 2025 exercise, which had an overall application rate of 2.6 times. Fong attributed the healthy number of applicants to the record-high proportion of Prime flats in sought-after locations and the introduction of priority access for singles who wish to live near their parents under the Family Care Scheme (Proximity).
The demand for two-room flexi flats was particularly strong, with over 7,000 applicants vying for 1,321 units, resulting in an application rate of 5.3 times. This is the highest application rate for such BTO flats since the October 2024 exercise, which saw a rate of 5.7 times. In particular, the 140 two-room flexi flats at Simei Symphony, a 380-unit project in Tampines, had an application rate of 42 times from first-timer singles. Similarly, the 120 two-room flexi flats at Bangkit Breeze, a 643-unit project in Bukit Panjang, had an application rate of 25.5 times.
Five-room BTO flats continued to attract the highest application rates. Simei Symphony, for instance, received more than 12,000 applicants for its 100 five-room flats, with the application rate from second-timer families almost 49 times and close to 8 times from first-timer families. Likewise, Bangkit Breeze saw 463 applicants vying for the 188 five-room flats available, resulting in an application rate of 12.5 times for second-timer families and 1.4 times for first-timer families.
The upcoming BTO sales exercise in October will offer over 9,000 flats across 10 projects in eight towns. Notable projects include the first BTO developments on the former Keppel golf course within the Greater Southern Waterfront and the maiden project in Mount Pleasant. This exercise will also see the largest number of flats released in a single sales exercise, surpassing the November 2022 exercise, which launched 9,655 flats.
