Mount Pleasant Estate Have 6000 Hdb Flats 5000 Previously Announced
The development of Tampines’ transport infrastructure is a key element of the URA’s plan. HDB has recently announced plans for four Build-to-Order (BTO) projects in the upcoming Mount Pleasant estate, which will provide about 6,000 new flats upon completion. This is an increase from the previously announced 5,000 units for the 33ha site, as stated in a Sept 2 press release.
The decision to increase the supply was made after further detailed planning studies and in response to strong housing demand, according to HDB. The first BTO project, named Mount Pleasant Crest, will be launched as part of the October 2025 BTO exercise and will offer about 1,350 units ranging from two-room flexi to four-room flats. In addition, 270 public rental flats will be available.
HDB also announced that the “white flat” layout will be offered at Mount Pleasant Crest, giving flat buyers the option to choose the open-concept layout which does not have partition walls between the living and bedroom areas. This is the second BTO project to offer the white flat layout, following the success of the Crawford Heights BTO project launched last October. About four in 10 flat buyers at that project opted for the layout, according to HDB.
The Mount Pleasant estate was previously the site of the Old Police Academy (OPA), used as the training institute for the Singapore Police Force (SPF) until 2005. HDB has conserved six buildings, which they deem as “the most significant representations of police heritage”, and will integrate them into the new estate. Four blocks will be repurposed for alternative uses such as a neighbourhood police post and the SPF Heritage Gallery. One block will continue to serve as the Senior Police Officers’ Mess, while another will be integrated into future developments. The former OPA parade square will also be retained as public space for community use.
With the new Mount Pleasant MRT Station on the Thomson-East Coast Line serving the estate, Mount Pleasant will be a car-lite estate with Transit Priority Corridors featuring dedicated bus lanes, wider footpaths, and cycling paths. Additionally, new roads such as “Old Police Academy Road” will be constructed to enhance accessibility, and a sheltered pedestrian thoroughfare will connect the different precincts in Mount Pleasant, as stated by HDB.
Lee Sze Teck, senior director of data analytics at Huttons Asia, believes that the upcoming launch of Mount Pleasant Crest in October will attract strong interest due to its location near Mount Pleasant MRT Station and schools like CHIJ Primary Toa Payoh and Singapore Chinese Girls’ School. He also notes that being in close proximity to Toa Payoh will contribute to the demand and pricing of the project, as resale flat prices in the area are relatively high and Toa Payoh is a mature estate with a high number of million-dollar resale flats. However, as Prime BTO flats are subject to stricter regulations, such as a 10-year minimum occupation period and a subsidy clawback, this may affect the demand for these particular units.
Eugene Lim, key executive officer at ERA Singapore, also predicts that the white flat layout at Mount Pleasant Crest may be well-received by younger Singaporeans and homeowners who intend to do extensive renovations. “A white flat typology will give them the option to customise their layout to cater to their housing needs, allowing for flexibility over the longer term,” he adds.
