The government has announced a one-off property tax rebate in 2025, aimed at providing relief for owner-occupied residential properties. The rebate will be 20% for HDB flats and 15% for private residential properties, but with a cap of $1,000 for the latter.

Under the current system, property tax is calculated based on the annual value of a property, which is an estimate of its annual rental income if it were to be rented out. The increase in the rebate was unveiled by the government on November 29, ahead of their plan to raise all annual value bands for owner-occupier’s property tax rates on January 1, 2024, as part of Budget 2024.

As a result of these changes, the government estimates that over 90% of private residential property owners and all HDB flat owners will see a decrease in their property taxes next year. This move is in line with the government’s efforts to alleviate any concerns about the cost of living among Singaporeans.

According to Lee Sze Teck, senior director of data analytics at Huttons Asia, the annual value of private properties is expected to remain stagnant this year due to the marginal increase in private residential rents. On the other hand, the annual value of HDB flats is projected to increase by 4% for the whole year.

The one-off property tax rebate could potentially help HDB flat owners offset any impact from the increase in annual value.
